Children's Council
The Municipal Children's Council of Reus is a stable body of citizen participation, where all the children of the city can exercise their right to reflect, express their opinion, debate, make decisions and present their proposals to the competent municipal bodies , in order to contribute to improving their city.
This council is made up of 6th grade students who are consulted on different city issues, and 5th grade students who participate in the Infants Ciutadans program.
Infants Ciutadans is a children's participation program aimed at the upper cycle of Primary Education, which aims to promote the active participation of boys and girls in the construction, development and improvement of the city, always starting from the principles that support children's rights.
It started in the city of Reus in January 1998 following Francesco Tonucci's proposal in Fano in 1991, La Città dei bambini. It started with the participation of 8 educational centers, and now around twenty centers (both public and chartered) are participating.
It means, above all, to recognize children not only as citizens from today, holders of rights, the first of which is the right to express themselves (to reason about things that are part of their lives and to have an opinion on the problems of the community where they live). It proposes to rethink a city where children can be autonomous and responsible and aims to consider them as full-fledged citizens, since they can also help build a better future for everyone.
The objectives of the council are:
- Develop greater sensitivity towards the relationship between city and child.
- Assuming the dimension of the child as a prototype of the citizen, in the conviction that thinking of the city also in terms of their needs and their rights is a way of rethinking the city for people.
- Project and experience solutions taking into account children with full citizenship rights, understood as the right to live and use the city.
- Make possible the debate and the participation of children in the life of their city.
THEPublic Hearing it is the moment when representatives of the city's Children Citizens program express to the city government the proposals they have worked on together in the schools. It is an opportunity to participate in public affairs in a direct way, in exercising the rights and responsibilities of children as citizens. The Public Hearing is a mechanism available to citizens to participate in the defense of rights in the decisions taken by the municipal authorities. The children of Reus, as citizens, can also exercise this mechanism recognized by the Reus City Council.
