Ethics and Anti-Fraud Mailbox (BEA)

What is?

The Ethics and Antifraud Mailbox is a secure electronic channel that allows anyone to make alerts, anonymously and with a guarantee of confidentiality, about bad practices or irregular conduct carried out by the municipal administration that are contrary to the law, principles or rules ethics and good governance.

It is the preferred channel for submitting communications to report actions or omissions that may constitute infringement in the scope of the powers and actions of the Reus City Council and the entities affiliated with its Internal Information System (City Promotion Agency "Reus Promoció", Reus Municipal Institute of Culture (IMRC), Reus Economic Development Reus SA (REDESSA), Reus Esport i Lleure SA (RELLSA), Fortuny Theatre Consortium, Bartrina Theatre Consortium).

Through the Ethics and Antifraud Mailbox, you can communicate:

  • Actions or omissions that may constitute violations of European Union Law, in the terms provided for in Law 2/2023, of February 20.
  • Actions or omissions that may constitute a serious or very serious criminal or administrative offence. In any case, they are understood to include those that involve an economic loss for the Public Treasury and Social Security.
  • Actions or omissions classified as minor, serious or very serious in matters of good governance.
  • Actions or omissions contrary to ethical principles and conduct.

In accordance with Organic Law 15/1999, of December 13, on the protection of personal data, we inform you that your data will be incorporated into a computerized file for processing and to facilitate communication and/or for the specific management of your request. The person responsible for the file is the Reus City Council, which guarantees confidentiality in the treatment of the personal data that is collected, as well as the implementation of the technical and organizational measures that guarantee their security. In addition, the City Council undertakes not to transfer them to third parties without the explicit consent of the user, except when necessary to carry out the requested management or when required by law. You can go to the Office of Citizen Assistance to exercise your rights of access, rectification, cancellation and opposition of your personal data.
