Local Housing Plan

The Local Housing Plan (PLH) of Reus 2022 - 2027 is a technical document that, based on the analysis of the housing situation and socio-economic conditions, defines and specifies the actions that need to be developed from Reus City Council to encourage citizens to achieve the right to enjoy decent housing.

The document starts from a diganosis in which the strategic situation of Reus is analyzed in the field of Camp de Tarragona. An imbalance is detected between supply and demand for housing but with a rental price below average. The reality of Reus does not escape that of Catalonia in relation to residential vulnerability and an aging housing stock in need of intervention is detected. Finally, the diagnosis concludes that there is sufficient potential for new homes according to planning to meet demand. 

Thus, the Reus Local Housing Plan proposes four general objectives which are subsequently embodied in different strategies using transversal tools and mechanisms:

A. Guarantee access to housing

  • Increase the public rental housing stock, in coordination and co-responsibility of the corresponding administrations and agents.
  • Contribute to guaranteeing the social function of housing and avoid its permanent and unjustified vacancy, and mobilize the park
  • private.
  • Manage the municipal heritage and its maintenance.
  • Promote new tenures and uses of housing: cooperative housing, urban farmhouses, etc.
  • Plan housing needs as part of the urban strategy

B. Prevent the loss of housing by ensuring its permanence

  • Reinforce mediation and rent payment assistance
  • Prevent residential exclusion by intervening in advance, detecting situations that may lead to the loss of housing
  • Strengthen advice on housing debt to avoid loss

C. Rehabilitate and improve the condition of the housing stock and the people who live there

  • Develop an active rehabilitation policy, especially in the most vulnerable areas of the city and with a social focus
  • Improve housing accessibility to guarantee a dignified and independent life throughout the life cycle
  • Ensure housing quality

D. Provide human, financial and technical resources to efficiently manage housing policies.

  • Size the Municipal Housing Office and review the management model
  • Equip yourself with tools and resources to know the housing situation in the city
  • Establish a general framework for collaboration with the Housing Agency of Catalonia
  • Energize the Municipal Housing Council
