Government pact

El Party of the Socialists of Catalonia - Candidature of progress (PSC-CP), Republican Left of Catalonia (ERC-AM), Ara Reus - Ara Pacte local (ARA - PL) sign the government pact on June 22, 2023, based on the shared desire to facilitate a stable government that is the most representative of the results of the elections of May 28, 2023 in Reus.

The municipal government is made up of the 8 councilors of the PSC - CP, 5 of the ERC - AM  and 2 of ARA - PL.

GOVERNMENT AGREEMENT FOR THE 2023-2027 TERM AT REUS TOWN COUNCIL
Presentation
The councilors elected from the candidacies of the Partit dels Socialistes de Catalunya - Candidatura de progres (PSC-CP), Esquerra Republicana de Catalunya (ERC-AM), Ara Reus - Ara Local Pact (ARA - PL), based on the shared will to facilitate a stable government and the most representative of the results of the elections of May 28, 2023 in Reus, they have agreed on a government agreement for the Reus City Council in the 2023-2027 mandate. The signatories agree to respect the content of this agreement and to work with proactivity, efficiency, loyalty, coordination and respect for the legal system.

Motivation
Municipalism responds to our country model and how we understand the best government. Municipalism arises from the same values ​​that we promote and represents a sample of political culture, of the principles of political action. The elections of May 28, 2023 have allowed for a renewed council, which must start a new stage of local governance and at the same time place Reus once again among the leading and reference capitals of Catalonia.

This government of Reus will face very remarkable challenges to find solutions to the current shortcomings, even more so taking into account the full-scale changes in the social and economic context. With this aim, the new council must have a permanent dialogue with the rest of the administrations as well as with the European institutions. On the other hand, in a loyal and committed way, it must involve the citizens of Reus and recognize the interest and competence of this participation. It must be a permanent dialogue, with formulas aimed at giving value to people's proposals over partisan proposals.

The current challenges
We are facing a crucial moment to face the great challenges of the future that the 2030 Agenda defines in the medium term at the same time as it sets the backbone elements of the new socio-economic paradigm: the ecological transition, the digital transformation, social and territorial cohesion, and gender equality. It is in this sense that the city government has an essential role to play.

These challenges, which we share with most municipalities, can be specified in the following four blocks:

1. Recovery and economic stability.
2. Equity and Social Care.
3. Environmental, social and economic sustainability.
4. Security and social cohesion.

Strategy
The strategic lines of the new council to deal with the current challenges will be the following:

1. Place people at the center of all policies.
2. Develop a sustainable and green city.
3. Promote innovation, knowledge and new technologies policies.

Areas

  • The proposed areas that are illustrated in the cardboard diagram are agreed. It consists of six areas named as follows:
  • Projection of the city, Culture, Business and Employment and Citizen Relations
  • Economic promotion and knowledge
  • Environment, Sustainability and Public Roads
  • Services to People and Social Rights 
  • Urban Planning and Housing
  • General Services, Finance and Good Government

Tenures of mayoress

The person responsible and coordinator of each area will hold the title of mayor with the powers delegated by her. All these mayorships will coordinate and collaborate with each other as well as with the mayoress, who will oversee the unit of action and direct the execution of the government program.

The proposed mayoral tenures are specified but not the priority in the following list:

Council offices

All government councils are assigned to one of the areas presented and depend hierarchically first on the tenure of the mayoress and on the mayoress in the last. Each council holds the set of powers set out in the attached document, which are by delegation.

Information commissions
A design of permanent informative commissions is established with the same number but with a new competence proposal, which is listed below.

Internal operating protocol
In order to carry out the impetus of the government action, this will be equipped with a series of procedures.

1. Elaboration and execution - in a consensual, coordinated and transversal way - of a government program that will include the corresponding Mandate Action Plan and within the framework of the Strategic Plan of Ciutat Reus Horitzó 32.
2. A commission will be created (composed of members of the three municipal government groups) to prepare and monitor both the budget and human resources.
3. Ordinary procedures
a. The decision-making process will in any case be shared between the three government partners.
b. Set an agenda that also identifies the stages to develop the policies
c. Set the participating people and deadlines for each of the policies set in the agenda.
d. The impetus, elaboration and development of policies without special contestation (internal or external) ordinarily corresponds to each council or responsible department.
4. Extraordinary procedures. In the case of policies of special internal or external contestation, a joint assessment of all government partners will be required and the monitoring of a more standardized procedure.
5. Management of conflicts and crises. A crisis cabinet will be created with the participation of all government partners, which will set clear directions to be followed by all government groups.
6. Joint design by all government partners of a communication plan for institutional and government action.
7. Formation of strategic plural collegiate bodies.
8. Drafting of coordination rules between the government parties.
9. It will be necessary to establish an agreed strategy regarding certain framework issues (which were common in the program and campaign of the three government groups) such as:

• democratic quality
• the protection of the Catalan language
• the increase in the budget allocation in the field of culture and those included in the government challenges.
• the assurance of projects already started and with the participation of external administrations (such as the burying of the Pinar towers, the development of the scenic space located in the Catholic Center building, the "beach of roads", the Vapor Old...)
• All those that remain to be determined.

10. Open an assessment process for projects that have been started and for which the vision or execution process was not common at the start, as the Carrilet space can be an example.
11. The Government will promote city pacts with all political forces and, therefore, a relationship as collaborative as possible with the opposition municipal groups.
12. The people appointed by the municipal government groups to represent them in the different spaces (councils, companies, organizations...) will act with loyalty to this government, so they will have all the necessary information beforehand and conveniently so that so be it
13. This government considers the search for external financing a priority through all the tools currently available and all those newly created that can generate more capacity to raise funds.
14. All public events, presentations and meetings where government actions or city strategies are presented will be jointly attended by at least one representative of each Government Group

The agreed government program is, therefore, in the process of being drawn up.
